Unlike Chinese elites, Indian ones have developed a vision of the world weaved around universal values which do not exhaust the promotion of national interests. It is an element shared between Indians and Europeans. There is a second element: the EU like India are unions - as very few people remember it, India is called the Indian Union. The EU and the IU share multilingualism and multiculturalism, as well as diversity of cultural and religious heritages, political pluralism and democratic regime. Doing so, the Indians are hardly sensitive to Europeans’ speech in which they praise the relativisation of national interests and promotion of regionalism and globalisation. In India, pluralism and the rule of law fit well with the feeling that neighbours are a threat.
These shared features may have Indians look at Europeans with a critical eye without any illusion, and without any particular expectation. Indian media and middle classes pointed the decline of voluntary and the expansion of pessimistic speeches on integration and multiculturalism in Europe. They also notice the rise of intolerance in Europe towards Europeans and Muslim confession inhabitants.
In India, the importance of the speech on humanistic values make Indians sensitive to potential gaps in Europe, between the promotion of values and standards of the same type, and the reality of their consideration in public policies. As a result, Europeans are not exempt from cynical suspicion. Just as much faithful, the importance of the standards as Europeans, Indian executives are particularly cautious to the fact that they consider the capacity of Europeans to maintain a system of profitable standards, such as in the IMF (INTERNATIONAL MONETARY FUND) and the UN.
The Indians not considering the EU as a power able to put real pressure to the business world, they tend to turn to the USA or Russia when it comes to acting for their own domestic interests or when it is to deal with a multilateral policy definition. The importance of English resources since it is about the old continent matters also participates to a vision of the EU that values its lacks and its imperfections. To make it short, if Indians have links with Europe and interest for Europeans, they do not consider them either as inspiring models or as partners to favour in particular.
